Permits and plan review

Move a permit from application to issuance on one record

Intake a permit online or at the counter, review plans together, send one consolidated letter, collect fees and conditions, and issue only when the checks are met. The applicant sees the next step at every stage.

Guided intake online or at the counter

Search permit types by plain description, read required documents and fees, and start a draft. Staff-assisted intake uses the same form as online intake, so required fields, contacts and documents match on both sides.

  1. Choose a type

Pick the building, trade, right-of-way, fire, health or other type that fits the project. The type cannot be changed after submission without a staff correction logged on the record.

  2. Add the location, parcels and contacts

Add one or more parcels and addresses, and at least one contact. Multiple parcels, addresses and applicants per project are held on the same record.

  3. Complete details and certification

Complete project, parcel, contacts, details and certification steps in order. Save and resume at any step. An application cannot submit until required fields, required contacts and required documents for its type are present.

  4. Intake check

Verify parcel, contacts, required fields and documents, then accept, return for corrections or move the record to review. A draft is never counted as submitted and never creates a fee.

Concurrent review, markups, versions and one consolidated letter

Reviewers work the same plan set at the same time, sorted by due date in the review queue. The applicant receives one consolidated letter per cycle, not separate department letters.

Review queue

Open plan sets waiting for your discipline, sorted by due date, and open the current version. Each task shows department, assignee, due date and status.

Plan viewer

Compare versions, add a comment or markup to a sheet, and mark whether the applicant addressed it. Only one plan version is current at a time. Earlier versions stay readable and are never overwritten.

Resubmittal check

Compare the new version with open comments and verify, keep open or waive each comment. A comment closes only when a reviewer verifies the resubmittal or waives it with a reason.

  • Missing-sheet and completeness checks are suggestions for staff to confirm or dismiss. Staff make every decision.
  • The consolidated letter collects all open discipline comments into one letter. Edit it, send it to the applicant, and track the resubmittal by version and cycle.
  • Final documents filed to the town records system carry the record number, parcel and type as metadata.

Respond to a correction letter

Reviewers comment on the current version. A new upload creates a new version and keeps earlier versions readable.

Fees, conditions and issuance checks

Permit detail shows tasks, fees, conditions and prerequisites in one place. Review each item, then approve, deny or issue the permit and notify the applicant.

  • A permit cannot be issued until required reviews are approved, conditions are recorded and fees are paid or waived.
  • Fees calculate from the schedule in effect on the submission date. Later schedule changes do not rewrite an issued invoice.
  • A trade permit cannot be issued when a required contractor license is expired, suspended or on hold.
  • Express types can issue after payment where the town enables that rule for that type. All other types need staff approval.
  • Refunds and waivers need a reason, a role and an audit entry, and stay linked to the original payment.
